Fix a Bluetooth keyboard or mouse that will not connect to Windows

Do this in order.

Power-cycle the accessory, charge or replace its batteries, and hold its documented pairing control until the indicator shows discoverable mode.

Confirm Windows discovery
Open Settings → Bluetooth & devices, turn Bluetooth on, keep the accessory nearby, and use Add device. If necessary, set Bluetooth device discovery to Advanced.

Remove a stale record
If the device is listed but will not connect, remove it, restart its pairing mode, and add it again.

Escalate to the PC radio and driver
Run the Bluetooth troubleshooter, install Windows updates, and check the Bluetooth adapter in Device Manager when multiple devices fail or Bluetooth is missing.
