Procedure
Do this in order.

Center Pencil Pro or 2nd generation on the magnetic connector; plug 1st generation into supported Lightning iPads; or connect 1st generation through the USB-C to Apple Pencil Adapter and cable on iPad 10th generation.

Restart while the Pencil remains connected
Leave the Pencil attached or connected to the iPad, restart the iPad, and try pairing again after startup.

Replace the stored Bluetooth relationship
Open Settings > Bluetooth, turn Bluetooth on, find Apple Pencil under My Devices, choose Forget This Device when present, reconnect the Pencil, and wait for Pair.

If Pair does not appear, leave the Pencil connected for one minute and retry. For Pencil Pro or 2nd generation, remove the iPad case or cover and attach it again.
