Do this in order.

Restart the Fitbit device. When its clock face returns, open Google Health, open Connections, and pull down until the manual-sync progress bar appears.

Turn Bluetooth off, wait at least three seconds, turn it back on, and confirm the phone has working Wi-Fi or cellular internet. Restart the Android phone if sync still fails.
