Connect a Bluetooth device that does not appear on a Mac
Prove device power and discovery mode, use the correct macOS Bluetooth flow, remove stale pairing, and select the audio route separately.

Charge or power the accessory, put it in its documented discovery mode, then open Apple menu > System Settings > Bluetooth and choose Connect. If the accessory was paired before but will not reconnect, forget it and pair again. For headphones or a headset, also select the device under System Settings > Sound because pairing alone does not guarantee it is the active input or output.

Procedure
Do this in order.

Put the accessory into discovery mode
Turn the accessory on and use its manufacturer-documented control until it is discoverable.

Connect from macOS Bluetooth settings
Open Apple menu > System Settings > Bluetooth, locate the accessory, and choose Connect; accept or enter a code if prompted.

Clear a stale pairing record
If the device is listed but repeatedly fails, control-click its name, choose Forget, return it to discovery mode, and pair again.

Choose the audio path when needed
For headphones or a headset, open System Settings > Sound and select the device separately under Output or Input.

Stop conditions
Know when not to keep changing things.
