Fix a Mac built-in camera that will not turn on

Under Privacy & Security > Camera, enable the app and reopen it if prompted. Restart an Apple silicon Mac; on an Intel Mac, follow Apple’s SMC reset instructions. If the built-in camera remains unavailable or its indicator flashes green, Apple says service may be required.

Procedure
Do this in order.

Install the current macOS update
Use Software Update to install the latest macOS release available for the Mac, then reopen the camera app.

Remove Screen Time restrictions
Open Screen Time > Content & Privacy > App Restrictions or Apps and ensure Camera is enabled. Check App Limits and remove or disable the limit for the app that needs the camera.

Grant the app camera permission
Open Privacy & Security > Camera and enable the affected app. Quit and reopen it if macOS requests that step.

Restart an Apple silicon Mac. For an Intel Mac, follow Apple’s model-appropriate SMC reset procedure, then retest one camera app.
